| dc.description | Making a prototype of an electronic 'open-access' and 'open-review' on-line journal engine. It has become clear by now that the traditional publication practice is not able to cope with the challenges of our times and especially of the Internet. It is not able to compete efficiently neither in volume, nor in speed, nor in selectivity and last but not least nor in prices with the emerging new technologies. Scientific journals do not have the capacity to carry out a proper selection mechanism and to publish them in a timely manner if they want to ensure high quality control arrangements. The delay in publications will very probably grow in the coming period. Therefore the lapse of scientific findings will speed up. The peer review system currently in use is lacking transparency, slow and pricy; it does not really contribute to a good quality scientific communication. To overcome these problems was the motivation for working on the Electronic Internet publication engine the journal titled Quantum, which is supported by the engine. | en_EN |
